I understand your point of view but you must not hang out hoping that one day she will change her feelings for you. That's always the danger when we have emotions for someone, we keep trying, convince ourselves that we can live with "friendship" but deep down we want a relationship. I know, I've been there!
Keeping in touch is commendable considering what you have gone through and, if she were serious in remaining a real friend, she would perhaps suggest a way of reimbursing you for part of the $650? That in my view would be the acid test. Of course it would be in your gift to accept the money or write it off but it's the gesture that counts.
Again, my advice is to look to the future. There are plenty of wonderful women in this world. To a certain degree we all have to go through a bit of pain to get to the right one and it takes a lot of courage to move on.
