I fully agree with Tann - always visit the girl and meet her family and friends. If she does not want you to meet them, thats a red flag. There are some trusted travel agents - check out www.anti-scam.org for a list. But please do not send money directly to a girl, as there is high possibility you will never see her again. Also, before you meet girl, you should check out scammers sites, as the last thing you want to do is waste your time with a girl that just wants to meet you and spend your money.
Once you have met girl, think very very carefully before you give her money. This is how i got scammed the one and only time. But if you spend time with a girl and you see no red flags then you should be ok. If you see any red flags, get explaination, if not satisfactory then RUN !!!!!! I didnt !!!!
Oh by the way most (90% plus) of the women in eastern europe are genuine and are really looking for that special someone, its just that on the internet there are alot of scammers, and you have to be very careful. If you get any bad vibes from correspondence then walk away, if she says i need money for translation service, walk away - this is the Lugansk scam !!!
Best of luck looking for someone - best advice i can give you is to go to some site like www.anti-scam.org and look at the agencies they recommend and stick to those as well as this one. The administrator here seems to do a good job removing scammers as they appear.
